New Player in your Team
First, accept the trouble, ???, in the Trouble Center. Then, go to Zess T.'s roof [you can get there through the inn] and meet Ms. Mowz. She'll ask you to get the badge in Hooktail's Castle. To get it, go to the place where you fight Hooktail. Then, go to the middle of the room until a ! appear into Mario's head. Blow it with Flurrie's wind to find a chest and open it to get the badge. Give it to Ms. Mowz and she'll join your team.
